

Steering Committee
The Steering Committee plans IAPP meetings and collectively decides on the goals, needs, and direction of our movement. They also plan the annual Parrot Crisis Summit and Parrot Crisis Awareness Day.
The Steering Committee meets more frequently than the general IAPP and supports focused committees like Social Media and Messaging and Education and Outreach, in addition to initiatives like Strengthening the Rescue and Sanctuary Network and Banning the Retail Sale of Birds.
Any general member of the IAPP may join the Steering Committee. We welcome new areas of expertise, diverse backgrounds, and opportunities for collaboration with anyone who seeks to protects parrots.

Josh Anderson
Communications, Administration
Josh is a Digital Organizer for the IAPP. He helps organize meetings for the Steering Committee, manages our Instagram, updates the website, and sends e-blasts. Josh has served as a communications consultant with One Earth Conservation and Western Mass Animal Rights Advocates. He lives in Western Massachusetts as a guardian to six parrots.
Justine Block, JD
Legal, Animal Rights and Advovacy
Justine is an accomplished attorney specialized in animal law, public policy, and governmental affairs. She leads Rescue Not Retail, a campaign raising awareness about the global ‘pet trade’ crisis, and advocating for adoption instead of retail animal sales. Justine successfully organized support for the City of West Hollywood’s ban on the retail sale of small animals in pet stores (effective May 1, 2026). She also serves on the County of Los Angeles Community Action Board, representing the 3rd District, appointed by the Board of Supervisors in 2025.
Justine received recognition from the State Bar of California for her service as Chair of the Public Law Section executive committee. Prior to practicing law, she worked as a legislative analyst for a lobbying firm in Washington, D.C

Liz Cabrera Holtz, JD
Legal, Policy, Legislation
Liz Cabrera Holtz is the Senior Campaigns Manager at World Animal Protection, where she oversees their campaign to end the exploitation of wild animals in the pet trade. Her work focuses on leveraging policy and mobilizing animal advocates to make concrete change for animals.

Rev. LoraKim Joyner, DVM
Conservation, Latin America, Medicine
Rev. Dr. LoraKim Joyner is a wildlife veterinarian, Unitarian Universalist minister, and Certified Trainer in Nonviolent Communication with over 37 years as a conservationist and wildlife veterinarian in the Americas. Rev. Dr. Joyner is a Co-Director of One Earth Conservation.


Gail Koelln
Fundraising, Conservation
Gail is Co-Director of One Earth Conservation. She boasts 20+ years of grant writing experience and a master's degree in Zoology. She has worked with multiple organizations dedicated to animal welfare, wildlife, and the environment, as well as volunteered for the Wildlife Conservation Society, NYC Sierra Club, and Gotham City Networking.
Julie Kuntze
Rescue
Julie Kuntze is the co-founder of Heartland Avian Rescue Project, a small, locally-focused and collaborative nonprofit that works to find a forever home for parrots in need through a surrender, foster, adoption program. Along with her human rights advocacy work, Julie began volunteering for her local humane society in 2015, first as a foster for animals who were not ready for adoption. She went on to volunteer in many capacities, and worked in their state-of-the-art animal medical department. Julie and her family have kept birds since she was very young, but it was not until she witnessed the very real and very prevalent abuse of captive parrots (in both large- and small-scale operations) that she dedicated herself to being part of the parrot crisis solution.


Nedda
Rescue, Advocacy, Legislation
Nedda is the founder of a Bay Area bird rescue and sanctuary, where she personally cares for 50+ birds and has rehomed hundreds more over the past decade. A passionate advocate for the welfare of all animals, she works to raise awareness and advance laws that protect every creature's right to live free.
Karen Windsor
Sanctuary, Education
Karen Windsor is the Co-Founder and Executive Director at Foster Parrots, Ltd. & the New England Exotic Wildlife Sanctuary, located in Rhode Island. With 26 years of parrot rescue service under her belt, she is a passionate avian rights advocate and educator, and has written extensively about avian welfare issues and the captive parrot experience.
